Lordaeron Twink19 damage/heal ~50% NERF. Higher chars affected?

It was brought to my attention yesterday that twink warlocks are broken since yesterday (Aug 22).
Jeremaya made an oryginal post in Twinking division of this forum, i'm moving it here, cause pretty sure it's not only twink related.

So I checked all my 19 twinks - seems like all spellpower based abilities were reduced by 40%-50%
Lock drain life - from 45 to 27, priest renew tick from 100 to 53, hunter arcane shot from 60+ to 30+, fire mage fireball now does 150+ instead 250+ etc.
Not sure but physicall damage seems unchanged - need some1 to confirm this, but rogue ambush still does 400+ crit. Some warriors and rogues please do share.

This drastically changes/destroys ballance between classess.
I checked changelog - ofc nothing there, nada.
I asked gm why they did not inform us of the change and what exactly is it - got a standard copy/paste technique response about using bugtracker...

Even more ppl talking to me about leaving this server alltogether after this.

So I'm posting it here to get community feedback and to also check if anyone noticed any changes on higher level chars.

Lots of hunt abilities have lower dmg -_- (lvl 79)

Atm on my 79, serpent sting doesnt proc with chimera.. Can anyone else confirm this? Also a lot of other abilities (MM) seem to be scaled down a LOT.
