WotLK Sons of Hodir Quartermaster isnt showing up

Sons of hodir quartermaster npc is not on dun niffelem and it is not showing up. Im already exalted at this reputation and Im doing the quest cold hearted but it is bugged for me as i cannot mount or free the captive proto drake. please fix this

This is partly bugged for multiple years. Some manage to get exalted and able to see/access the Quatermaster Lillehoff, others dont. Its very complicated because of the many phasing in the Questchain and the area. If you failed, sorry! Take it as it is. Dont waste more time on it.
