Tabard of the Hand, HELP!

Hello everybody!

I'm trying to get Tabard of the Hand, but unfortunetly after taking quest from Blood Watch, called "Talk to the Hand". After completing quest, there was no quest called "Ending Their World". After completing this little chainquest i should get this tabard. But there's no this quest. It's not about reputation - i'm dranei, honored in Exodar. One guy told me i can buy it for Coins in shop, unfortunetly, i can't. Here are screenshoots of all tabards available for me in shop:

The question is, how can i get it?

check screenshots, obviously states 'icecrown' in the shop

as for the quest... apparently has a lot of prereq so just complete any quest chain you find in bloodmyst from the 2 main quest bases

I found video on youtube, how to do this from a-z, and i was following till this one quest. There was no quest when i've spoke to this guy

After completing the quest chain talk to Velen in Exodar and he will give you the tabard.

Someone can confirm if now it's only possible for draeneis? Since at molten times every race could done it.

Questchain didnt work, there's no another quest from the guy... just as i said above
