Shaman talent : Improved Earth Shield not working?

I recently made a shaman for the first time and specced into resto. I noticed that improved earth sheild does not add the 2 additional charges.

Is this broken?

Also just by doing a simple search for earth shield there alot of things came up. FYI the bugs have a priority system, when people vote it up I think it gives it a higher priority? Correct me if I am wrong here, but I think it would still be up to the devs discretion as to what gets fixed first as to the severity of the problem.
