WotLK Sage Earth and Sky

Is Sage Earth and Sky npc in Borean Tundra(Taunka'le village) bugged?
the thing is that it should give the quest chain quests, but he doesint.
i few times with different characters doing the quest chain but the outcome is the same.

I did few Warsong Hold quests to get Ride to Taunka'le Village quest(chain starting quest)
after i completed this one i got new one from Sage Earth and Sky npc - What Are They Up To? - completed it, turned in and thats it, i didnt get anything at all from that npc. he should have gave me - Master the Storm quest(3rd chain quest)

i tryed doing all quests on that village to see maybe i need some quest to be done to cintinue, but i completed all quests there and nothing.

Is it just me or you guys are having issues with this too?
