WotLK "The tracker is not responding."

i downloaded the game recently and when i go to the character creation it sends me to download "WoW-3.3.x-to-4.0.0-patch-NA" but a few seconds after that it the tracker stops responding and it doesnt work anymore and every time i try to open the game i sends me to the same place and gives me the same error please help.
