WotLK Sons of Hodir bugged?

Long story short, I bought a rep badge, used it, did the entire quest chain, unmarked the At War option on the rep tab, and I still can't see any NPC, since they all show as "Sons of Hodir". What to do?

I think you need to pick up the quest "Forging an alliance" to be able to see them, search it on wowhead

I tried, but Thorim isn't giving me any quest -.-

You need to finish the quest. mending fences. which is different from refiner's fire quest.

I did the mending fences quest. Refiner's fire is undoable due to bugged anvil.
