WotLK What time will changes be made to market place on the 23rd

Hello. I was wondering at what time will the changes be taking place on the market place on the 23rd.

I have 26.4 points and If i claim as much as I can on the 23rd I will have 28 points, enough for the weapon I desire. Will I be able to claim my points and make my purchase before the switch? A nice 2 point boost would be very nice if possible. I would highly consider donating to our wonderful devs if so :)

Icecrown's point marketplace will be reconfigured in terms of items' quality to be in line of the offerings on other realms across the board. This change will be done on October 23, 2016 and will only affect the points marketplace. There will be no changes to coin marketplace.
