- Normal Mode and Heroic Mode will share ID. If you go ICC25N PuG, you can't raid ICC25HC with your guild on that week since youre saved on "both".
- Raid leaders are able to change difficulty on the fly inside the raid. You can host a raid with 25hc Marrow, 25N Lady, 25HC gunship, 25HC saurfang, 25hc plague quarter, 25nm BQL, Valithria, Sindra and Lich King in one raid.
- GS requirements for pugs will likely increase as people want to do some bosses in HC mode.
- Easy HC loot for everyone in future ICC25 PuGs, as difficulty can be changed on the fly and some encounters are not much harder in HC than they are on Normal..
- Some guilds will now forbid members on raiding ICC25NM as they then can't join weekly guild runs.

I've played 3.3.5 retail and it's working as intended now.
Difficulty
Icecrown Citadel will be home of the updated instance difficulty setting which can be changed on a boss per boss basis. It will be able to be switched at any time during a raid without leaving and reentering the instance.
Some restrictions on when you cannot change it will be in place. Such as, you cannot change the difficulty in combat or during certain scripted events. To enable it you will have first have to have defeated the Lich King on normal mode, and heroic mode will not affect trash in any way and will only change the bosses.[1]
(Only raid leader must have killed Lich King in order to change raid difficulty)
so basically reducing the amount of gear and embelms produced by raids overall

ICC25NM and ICC25HC will share ID. If you do one, you will be saved on both.
ICC10NM and ICC10HC will share ID. If you do one, you will be saved on both.
ICC10 and ICC25 do NOT share ID.
it means norm and HC now shares the same ID
if you did a norm you cannot go and create a new HC run
Its boss specific.. If you host ICC25HC raid, kill marrow and wipe at lady, you can switch the difficulty to normal mode, kill Lady and switch back to HC and move to the next boss.
I absolutely disagree please reverse this.
This discourages people to try the heroic difficulty yesterday with my guild we made 20 attempts in the heroic mode, and is motivating and fun to see the progress besides that contributes to the economy of the kingdom, have to get meals potions, enchants, is life for the server is people playing and moving, because detract game people? because not let them to play the heroic freely when they have finished their id in normal mode? and check your progress while improving team?

It is. As of 3.3 when ICC got released.
ICC was the first raid supporting this.
Ruby sanctum was the second.
I think this will greatly improve experience. Geared and skilled players will do heroic, lower gear players will do normal. No more "carry" runs. Player personal skill will grow and we will have way more skilled players.
Good news.
An even bigger gap between less geared players and HC raiding, multiple guilds are now only raiding 2 days instead almost everyday... true raidkiller this change!
