Frostbitten Achievement problem.

I have been farming this achievement for a better part of the week and I've found every Rare mob except these three: Crazed Indu'le Survivor, Tukemuth and Scarlet Highlord Daion. http://www.wowhead.com/achievement=2257/frostbitten

All three mobs are located in Dragonblight but they don't spawn at all, no matter how long you wait for them.

Has anyone encountered the same problem? I know that there are few people who got that achievement in 2015 or perhaps even in 2016 before the "Old Content" update. Perhaps that update clashed with those mobs or something like that.

Hm i got that before 3months. Tukemuth for sure he walks for rest i cant remember. But if you use some addon for rares it dont show correctly location. I made target macro and was flying all time. Those in Dragonblight i also got last.

I already took that into consideration and I've flown the entire Dragonblight, 1 grid at a time, with macros and kept spamming them. I waited when server restarts and DC, they don't spawn back at all. I am using NPC Scanner with Overlay.
No Tukemuth, Daion or Crazed Indu'le. :(
Guess I will keep trying. Though I do believe they are bugged, because they simply don't spawn. :P

Bumping this thread so people who are hunting for this achievement on Neltharion can notice and upvote on bugtracker so it gets fixed.
They don't spawn at all, almost as if they are phazed or non-existent.
