Well, I was planning on making a guild lottery in which the prize would be 45 coins. The ticket price would be 5k per character, and only 1 ticket per character.
I'm wondering if such a lottery would fall in the "selling coins" category in which case it would be bannable. Apparently there's no specific rules about private guild events in Blizzard's ToS but it is illegal to make them public ( like, advertising in trade or global channels)

This will be your biggest hangup in this situation:
I see this as one big loophole and in such a case, it will ultimately come down to what the GameMaster thinks if and when you are ever reported. So while you're not technically advertising the sale of coins, you are raising an amount of in-game gold in exchange for a chance to win coins. In such a case, I don't see that as a "genuine" gift. If everyone in your guild plays along, no one will ever be the wiser; at the same time, though, should someone report you...? It's a slippery slope.COIN GIFTING
Coin Gifting system is solely for gifts, buying or selling Coins is completely forbidden, anyone reported or found to be advertising the buy and sell of gift coins will be banned. This rule applies to both advertising ingame, the forum, 3rd party websites and anywhere else.
It is forbidden to advertise coin-paid service advertisements.

First of all, it's a scam in my opinion regardless if you're using an addon as there is no guarantee that Us the ones who have to pay gold may even get a prize if we were the winner. So don't bother.

It's clearly stated in the official rules thread that running any kind of casinos is not allowed
