Technical Opening Video settings causes a second or two freeze time!

Hello,

I used to play on my low-end laptop without any problem. Now, I bought a new computer ( Desktop ) with high-end spec! Everything runs smooth and there are no problems at all except for one.

Problem :
Every time I click on video settings ( ESC > Video ) it freezes for a second! Likewise, every time I try to change settings in the video section it also freezes for a second. This doesn't happen if I try to open interface or sound tabs. It doesn't happen with my laptop either which is lower spec. I also get slow loading times when I login, enter instance, teleport to different places..etc. Again, with my laptop that doesn't happen!

Please, any tips would be really helpful. Thank you!

My PC spec:

Asus Z170 Pro gaming/Arura
EVGA GTX 1050 Ti 4GB
16 GB RAM
Windows 10 64bit
Intel i5-6600 3.30 GHz

I have tried moving the game from HDD to my SSD, I tried reinstalling the Graphics card drivers. going lowest game settings, opening the game with administration, checking disk, defragment, checked temperature (all look normal), and checked memory. Nothing worked and everything looked normal.
