"Character Restoration"

Hello everyone,

So, by mistake, I deleted one of my character (yeah, really...), I asked a MJ if it was possible to restore it and he told me that it was impossible and he also told me that I have to use the "character restoration" in the Warmane website.

I have 2 questions :

Since when a MJ can't restore a character ? Where is this "character restoration" page ?
