Recipe: Captain Rumsey's Lager

Has anyone ever dropped this or am I just unlucky? As far as I know it has a chance to drop from the bags you get from fishing (Shattrath and Dalaran) As well as the cooking ones. I do them everyday but still no luck! Its the last achievement for my Chef title.

Sorry for the double, but i forgot to answer the other question. The cooking ones also drop, and the drop rate was decent for me (only took me around 5 days to get the recipes from the cooking dailies in shattrath).
Btw if you are also trying to get the salty title, don't bother. There's an achievement that requires you to fish from a mixed school in outlands, and it's bugged, it doesn't spawn.
