Is this server instant max level or required leveling, or something else?

Need to write this somewhere, have literally searched the whole internet for this question. Not going to download MoP if I have to do the garbage leveling that happened after Cata so my question is simple. Do I have to waste time and go through unnecessary garbage content that blizzard ruined aka leveling or can I start playing right away?
