Hello. If I delete any character, it doesn't matter what was his/her name, when I want to make a new one with the same name right after deleting it says the name is unavailable. What is the problem? Sometimes characters don't get deleted properly. You have to wait for server restart. Name will be available again after that.

We have no intentions to restart any realm today. Check the information page for their uptime.

From what I have seen, this happens if you delete a character that has not been logged into or created within the current period of server uptime. Make sure to log your character before you delete it to prevent that from happening.
If you are impatient and have a few spare points, you can use the rename function with points, which will ignore this bug, allowing you to use the freed up name immediately (Do note that Recustomisations, Race- and Faction Changes DO NOT WORK).
