WotLK Riding Skill Bug

Hello, this is Altpancake from the Icecrown realm.

I would like to report a bug that i have experienced from using my alt character, Shampancake.
I have bought the Expert Riding Skill (225 Skill) and the Blue Wind Rider on my Shampancake account, but my Wind Rider still cannot be used.

Here is a screenshot from my Altpancake character on the said mount (albeit with a higher Riding Skill)

Both of the screenshots were taken in the same location, beside the Wind Rider keeper in Warsong Hold.

I tried to use my mount everywhere in the Borean Tundra zone, but to no avail.

Shampancake does not have Cold Weather Flying,
