If you are using utorrent, get bittorrent. With utorrent i had 5kbs/s with 50mb/s down, when i used bittorrent speed increased to ~4.5 mb/s :)

Torrent is very healthy, I was able to get TBC client in under an hour.
Make sure you have your torrent client to your firewall exceptions; also as you got suggested already, I would consider uTorrent or Bittorrent.

Anyway, the PTR will not be released until the 11th, so you have got more than enough time to download it.
