Everytime i launch the exe i get the Blizzard cinematic then i have to accept terms etc. Then i go to options try to get my option to Ultra but it says that i need to restart the application for some option to apply so i restart it and its like nothing happened... Again blizz cinematic etc. ...

launch it as "admin"

Right click on your wow folder for Warmane and go to properties, then go the general tab and make sure you have the "read-only" tab checked off for all files and subfiles and then try it again. Let me know if it works.
