I live quite far from the servers therefore I have some lag : around 230ms.
I want to be able to perform to the max as a dps in ICC.
My friends tell me they need an elemental shaman but I'm afraid that I won't be able to do max dps with it due the spam 0.8sec lightning bolt of the spec because of my lag.
I use leatrix latency fix and autoLag Tolerance which in theory is supposed to allow me to dps normally. But I need advice from people who really know their ****.
Am i going to be fine as an elem shaman with 230ms or should I chose another class ? If so, which class do you recomend ?

I'm 300+ (usually 350) MS.
I top dps back then when Assa rogues werent as broken as **** as of now.
You can top dps in any dps class when you're bis even with 300MS.
I've found melee, tanks and healers all to be OK while playing with 6-700 ms. Caster DPS is really the only things you'll have a problem with, even once you're completely used to the lag.
If you are going for a purely PvE purpose; no DPS Casters, any MDPS would usually do, Hunter and as Mercy said, Healers like resto druid, resto sham and hpal. idk about disc or priest though.
For PvP, NEVER roll a MDPS since you will always be one step behind. Even casters when it comes to the point of fake casting and interupts. If you gonna pvp later on hunter might be the class
