XP Lock? Can a timezone be given?

We are alot of Twinks that would love to start gearing and making more twinks, but we are unable to untill the XP Lock is released.

We would all like some clearance as to when, or even a "I dont know, but its on its way" Because as of now alot of people ive spoken to think youve postponed/given up on the whole thing, no matter how many times ive reassured them no.

Most likely until they release Marketplace for TBC realm. That's just my opinion.
