Is PvE gear necessary in PvP in TBC?

I haven't played TBC in 6+ years and I don't remember if people used PvE gear in PvP like they do in Wotlk.

Is PvE gear needed in PvP in order to play at competitive ratings?

Should I not even play TBC for PvP if I am not going to play PvE at all?

Yes it is. Resilience doesn't give any damage reduction for PvP, it simply reduces your chance to get hit with a critical strike and works both in favour of PvP and PvE.
