Draenei Hit Racial Broken?

Is the racial broken? Because I've seen others benefit from it, but it seems like I do not benefit from it.

Can anyone confirm this?

Does this also apply to the totem of wrath buff?
Because i found it strange that the +3% crit chance buff is visible in the tab but not the +3% hit chance buff.

thats just how it works, +crit shows up but +hit doesn't
