Burning Crusade Killing players in mixed cities

Hey all,

just wondering, when you stand at spots in gadget/cenarion hold etc which aren't accessible for guards and you kill players of the opposite faction - is this considered abuse on thi server?
The warlock Necromanser on server Outland did it multiple times, 03/10/2017, ~12:00-12:10 server time.

It's an exploit, but not bannable. That's why there are storm crows at Cenarion Hold.
