    Hello my question is: Can i donate (buy level 70) character in tbc server ?

    at the moment the service for instant lvl 70 is not available on Outland realm BUT you may buy a character from other players at Trade market from other players : https://www.warmane.com/account/trade

    No you currently cannot buy a level up for your character on on the TBC realm.
    But as skullbashat said, you may find one on the trade page.
