Firstly, you had to make a choice with your fav expansion because we a have around 3-4 here.

I don't think Cata is very active. I think Cata/MoP servers are probably worst because they're the more recent expacs so they're probably gonna have a lot of bugs. TBC and Wotlk servers should be decent so it depends which you prefer between those. Icecrown has 7x exp for fast levelling but also has donator gear (i.e P2W) but lordaeron is 1x and doesn't have P2W aspect. I haven't played TBC yet but it's a much newer server and so probably better for getting into progressive PvE.

Icecrown or Outland are probably the best due to high populations leading to ample raiding opportunities.
