As I understand it, the server is currently emulating 2.0 content.
On the auction house, I've noticed people selling http://www.wowhead.com/item=32776/cr...-the-sea-witch, which was supposedly added in 2.1, and http://www.wowhead.com/item=33122/cloak-of-darknes, added in 2.2
For Crown of the Sea Witch, this is supposed to be taught by the Jewelcrafting trainer, but the trainers do not currently teach it (which, is to be expected).
So, how are people obtaining these to sell? I don't see anything related to this in the bugtracker, but maybe I'm searching the wrong terms.

Yes and no. Some things are missed. Other things aren't worth the effort. An example are talents. Content is being released progressively, but not in a 100% blizz-like fashion in all cases, though we try.
In the specific cases of these two items, if they are available, then it shouldn't be of too much concern since Black Temple will be available in the coming weeks.

I'm just wondering how they're available - the trainers don't seem to be teaching the recipe. I want to craft one for myself :P

Well, I don't know if they're available at all or not. I haven't personally seen them. I would assume not, but unless someone has witnessed the contrary...

It looks like Jazdalaad in Stormspire is selling the Crown of the Sea Witch recipe. Mystery solved.
