Improved Faerie Fire - bugged or not?

Hi everyone. I thought about posting this on the Druid forum, but given the rellevance of this issue for raiding, I finally decided to post it here.

My question is what follows: does Improved Faerie Fire talent (Balance - Druid) work?

It says that increases in 3% the chance to hit for melee and ranged attacks. But when you put the debuff on a mob, nothing of this appears in the description (it only describes the armor reduction and the impossibility to stealth, but nothing about hit).

In case this is confirmed, would suppose a great KO for all Balance Druids, given that we don't contribute in damage terms to the raid, but we are brought almost exclusively for the utility of this debuff. In case it's not working, we would be almost useless (regardless of the crit aura, but maybe not worth the DPS lack...).

EXTRA QUESTION: Does Improved FF work (well, in case it works...) for spells too ("ranged attacks" is confusing)?
