It's not a measure of time. It's a measure of population.

The Alliance:Horde active player ratio is well within acceptable limits, presumably (last I saw the numbers, it wavered between a 3:4 and 4:5 ratio). A-to-H is unlikely to occur while the Horde still outnumber Alliance. I'd personally guess that it won't happen until the Alliance outnumber Horde by a factor of 2:1 or more.
