Transfer to another expension and faction change

hey, I have two questions.

Do you know when its possible to transfer between expensions?

Why isnt it possible to faction change back to Horde on Outland?
I change faction but want back to horde...

they said they are interested into such feature but it looks like it is not a priority at al at the momenet. So no ETA

About Ally to Horde on Outland, the reason is for balance purpose.
There are already too many horde ( that is why from Horde to Ally is allowed and free)
