Technical High end pc low fps in wow all max

Just bought my pc brand new other games run just perfectly but wow 3.3.5 is omg.... 40 fps in dala all max and some settings don't change ****.
My specs:
Nvidia 1060 6gb OC
i7-7700 at 4,2k ghz
8 gb 2400 freq
1 tera HDD at 7200 RMP
(playing at 1440x900 my old monitor resolution so i should have much much more)

Did nothing I tried messing around with cores and it did not help the affinity threat thingy did not help it's like my cpu is not using his power and same for gpu....... tried affinity mask 84 and 85 then changed to 255 nothing works.
