Recently I started experiencing high latency after some time of play. I usually get between 100-200 ms and maybe after about 30min of play, it shoots up to 2k-4k and I've seen it go as high as 11k. My internet connection seems to be fine when my latency shoots up. I run an internet speed test every time it happens, and my connection seems to be fine. I eventually log off and it becomes ok again maybe after abour 30min. When my latency shoots up, some times the other players can see what I'm typing in chat right away, but I can't even see what I typed on my screen. So this seems like my connection outbound is ok, and the problem is with the inbound data.
Could my ISP be throttling my inbound data, it being international? Has anyone experienced this? I'm going to try to run through a VPN to test my theory.

I also have AT&T but I have gigabit.
I ran a tracert, and it appears I am being routed through a level3 node in ORlando that is experiencing about 250-300ms ping response times.
I would recommend running your own trace and seeing if you are experiencing the same.
I ran speed tests against servers in London. What I found out is that if the connection test server is hosted by Vodafone UK or Vox Communication, then I'm being throttled. Didn't try many others, but a few others in London worked fine. I haven't tried the tracert, but going to do that tomorrow. I used my buddies VPN, and confirmed that I was in fact being throttled. The internet speed test worked fine using VPN and I stopped getting latency issues using VPN. Does anyone know the ISP that the server uses? I'm guessing AT&T throttles connections to that service? Net Neutrality ftw...
There are multiple threads on this already. I don't have Level3, Vox, or Vodafone anywhere in my routes. AT&T seems to peer with Telia in Atlanta out of Dallas then Telia hands it off to OVH. The thing on common so far I'm seeing is AT&T as people's ISP. It must be some sort of throttling AT&T has decided to do since it's affecting multiple routes over a wide geographical area. If VPN connections are also not throttled then I'm even more comfortable making that assertion.
I just connected over a remote VPN I own and it seems to have shaved off the latency. It does indeed seem to be something AT&T is doing. Though I'll check later again when it is at its worse just to make sure (has been 1k-3k+ MS, was 800-900 MS right now, dropped to 130 MS over VPN). Still going to do more testing.
