I think that the only reason people are not promotion on stream the server is because there is no "rewards" for that.
So my suggestion is that you can guys give something like 1 Point for 1 hour stream with maybe rule for afk. Something like if you afk on stream for 1 hour you will get ban or something like that.

So what do you guys think ?

Or: I guess if you add the "Stream" button on main menu (top menu) people will start streaming because this is one way promotion.
