WotLK certain character emotes not working on only one of my toons

I'm not able to do certain emotes on my lvl 10 female belf lock such as dance, laugh, wave, etc on this character and this character only. all emotes work fine on all my other toons including other female belf's. I've tried relogging, exiting the game and clearing my cache to no avail. The emotes that do work are not showing up in the chat panel even though i have emotes ticked on in the chat settings. Also when i'm running and i try to do /dance the game gives an error message saying "you can't do that while moving!" yet nothing comes out when i stop to do it as well. im using wod models as well and when i removed them the emotes still do not work on her. any help would be greatly appreciated.
Edit: problem solved. There seems to be some type of emote restriction in capital cities until you're level 11
