WotLK Non-stop Stuttering/FPS Drops

In WoTLK I'm having terrible stuttering ALL the time. From the moment I launch it. Nvidia settings are at Maximum Performance, I defragged all system files, I tried typing this certain command from another thread but nothing works. Maybe it's just me, but no other game runs like this. And I don't see any other people with this problem in 2018. Idk what it could be. Sometimes it gets even worse and sometimes it'll be mild, but I never have a solid 60 fps or more with Warmane. Any help would be greatly appreciated!

I/O locks? Check the Resource Monitor which comes with Windows and see if there's a high disk usage when that stuttering happens.
