Has the drop rate of the Scroll of Deception been nerfed?

About 3 weeks ago i would get 1 scroll per char every week and a half(at most 2). At the moment it marks 3 weeks without me getting any at all (on any char). I've been more or less hardcore raiding almost every week and i doubt that's a lack of luck .

Are there any news i missed on reading?
