For most donation methods the minimum amount is 10 euros. But there are exceptions. It depends on what donation methods are available to you. I have made 1 euro donations on some of my accounts before and they can skip queue now.

Nobody forces you to pay, nor play on icecrown. You could play in lordaeron, there's no queue. You chose, and choose, to play at crowded realm.
Just a reminder, there were full servers on retail as well, but they don't let you skip queue, even when you buy the game and pay for the game time.
