Resolution/startup HELP

Game crashes and I cannot access any part of my computer, including task manager upon startup. My config.wtf folder is also not in its folder and I’m also unavailable to open the game in windowed mode because I think it’s a resolution error. Need some guidance, I appreciate it been prowling the forums all day!
