Technical bought sm unable to call totem

i am new, and just bought a lv 80 Shama char. I was not able to call totem skill. It does not have the item of fire/water... etc totem tool. But I am not able to get the quest from NPC. I asked the NPC, it does not provide any quest, Help!

open a ticket in-game.

Btw equipping any Relic should be enough.
