Easies to obtain and decent is surprisingly caster shield from pos:
Protector of Frigid Souls

Itemization is for healers.. but most important stats on a shield are armor, block value and stamina. Definitelly much better than your green one.

This one can also be farmed, but will take longer as not many ppl actually want to farm HoR:
Splintered Door of the Citadel

Don't forget there's also a crafted shield: Titansteel Shield Wall
And one you can get from emblem vendor: Crygil's Discarded Plate Panel
And the weaker crafted shield: Saronite Bulwark

Don't use crafted shields, they are literal garbage and cost too much to produce. Better just farm pos/hor normal and get those shields. Also you can buy ulduar 25 shield with 18 points on the website. It's quite good.

Also you can get a ilvl 200 epic shield from the lvl 80 HC dungeon Caverns of Time: The Culling of Stratholme.
