HELP! ive been hacked and got my IP address banned

Hi, I have an account that I haven't used in a couple years. I recently tried logging in to try playing again however, I was unfortunately greeted with an IP bad for advertising. I have no problem with creating a new account but I have had the old account since 2011and had a lot of achievements, high end gear and characters on it and would really appreciate some assistance with retrieving the old account from the IP ban.
