[ANSWERED]Character breaking bug?

I cant seem to get my mouse over tooltips to work.. I place my cruser over enemies and it doesn't show if I need anything from them for a quest.. but its only for my character Deloch, ive tried setting the interface to default, ive tried unchecking and re checking every box, ive tried adding addons, even let a buddy hop my account from his house and it was the same... its like the feature is just gone.. any help would be great

Please try to delete cache from the game folder.
