You need to be a donor and you need to have 2 factor authentification enabled for 72 hours before using it. If you are on Frostmourne, I've heard you can't use trade on Frostmourne yet.

Yes, I have been playing for over a year, I have always had an authenticator and from the beginning I donated. I opened a ticket, but I haven't had a response for over a week. :/
