He's not obligated to follow your rules and opinion on how to play BG. If he thinks you're winning he's keeping the flag so you can farm up some Honor.
Besides that a paladin can just HoP him and he will drop the flag if it's such a big issue for you.

It means there's no money on the line, so they really don't care about it. But yes, it is disrupting gameplay. There are tactics. If you did that in PVE, you'd get kicked from the raid, but sadly, we can't do that in PVP, and we need to be able to.

That's not disrupting gameplay. To you it might be, to everyone else it isn't.
There are rules about disrupting gameplay and this doesn't fall under it. I'd also like to add that if there weren't any rules about disrupting gameplay you'd shrug it off and call the dude not capping the flag an *******. Not need to tag it as "disrupting gameplay" just because the term is used in other cases.
Your opinion. People can and should tag it and let the GM's decide.
I'll link this in each thread that complains that the ticket system is slow.
GMs will decide the same: it's not disrupting, the dude is just annoying. You can still carry on, you can hop him, you can let him die.
