I find it unlikely that they will open yet another WotLK server atm, since although all three servers are packed rn we can attribute quite a lot of it to the ongoing pandemic, which means that a new server won't necessarily be a wise decision long-term.
Now if you're asking hypothetically, if they open a new one it can be anything from 2x to another 7x server (probably not though), and I'm going to put my bet on either 2x, 3x or 5x in such a scenario.
On a personal level, yes, I would probably enjoy the chance to experience more of the zones (unlike 7x) while still moving at a reasonable pace/time investment (unlike 1x)
I don't think it would provide long term attraction.
People play x1 for its "slow" blizzlike rate.
People play x7 to skip the leveling, and ability to get into lvl 80 content faster.
Anything between feels niche, it wouldn't live long with good numbers. It would fall into state of Warmane's current TBC and MOP quickly.
Not to mention the x2, 3 or 4 the rates would affect the leveling pace at most, which isn't the selling point of WotLK, or WoW in general.
What you could do is play on Icecrown, and just do the quests you want, even if they are grey. You'll outgrow them sure, but you still get to do them at good pace.
The beauty of x1 is to make you stick around till the final quests of the zone, usually giving nice/fun rewards. Any higher rate will ruin it. In WotLK you still end up few levels higher than the zone anyway.
Not to mention, even in x1 and heirlooms, the pace is fast, and you steamroll through the zones fast.
On top of all that:
