FoS help? Cant access

Hey all noob here. So my GS is 3.6k and im on the quest Echoes of Tortured Souls but still cant access FoS, what am i doing wrong or missing?

If you are entering it via RDF you most likely don't have sufficient average item level to queue for it.
Replace items with very low ilevel (<187).

You can do it (the quest) by making a group and entering it manually via dungeon entrance.
