Specifically part about that you can't roll items for not your current dungeon role. It works fine for pure classes, but not so much for hybrid one.
For example, let's look at low level paladin who joined party as healer. As paladin he physically can't press "need" for cloth (healer) items, and according to rules he forbidden from need dd/tank items also. Isn't that ridiculous? You help those lazy asses who play "me smash!" classes get into the dungeon, but in return you receive... nothing? Why would anyone play healer in such terms?
Personally I enjoy tanking and healing with retri spec. I found it fun and don't see why shouldn't I play that way if game allows it. And as all you know retri has Sheath of Light talent, so in fact even as healer I benefit from dd items, which contradicts to this rule even more.
Most of the time it's not a problem as people are fine with idea that everyone in party want some loot from dungeon and not only they. But l really getting tired from crybabies who first lose roll and then try to blackmail you with reports. Really? People, grown up. Never got banned yet, but as I see it's just a matter of time.
Yes, taking into consideration other players is so ridiculous. How dare they behave like this towards you, the raising sun, idol of all that's good and pure. They should bow in your presence while you carry them apes and do your retri healing thing.

Then queue as a Tank? You said yourself you like to Tank and Heal. I doubt the rules are going to receive any sort of special cases because of the lower levels of some class that can fill multiple roles.
It's the same for all hybrid classes, not only one.
Anyway if we speak about strict following of this rule I see no reason of playing as healers (and in some degree as tanks) at all. What for, if you can't get items that would help outside of dungeon? Just to be dungeon healbot for "real" classes and be proud about it, or what? Pretty much this rule only "protects" interests of DD classes. Why so much love for the least responsive and least valuable party role?
The rule isn't going to be removed because you can come up with some outlier cases that might cause minor conflict at lower levels. The rule can't be flexible because everyone will want to tell a tale about why they need this or that more than someone else and GMs won't be expected to deal with lists of "exceptional cases." If you yourself refuse to be flexible when dealing with the short amount of time any character is expected to be at low levels, that's on you.
Then what's the point of intruding game rules if you don't want/able to do it properly? Leave as it was created and allow players deal with skamming players in old fashion (kicking, creatig black lists etc).

these rules were created because that was no longer working. either play by the rules set by warmane, or go play somewhere else. plain and simple.
I think its great to voice these things, but it has to be something realistic, something that works and is doable. Changing some stuff so you can roll NEED on cloth with your retri-hybrid whatever(which most often than not is "rest of you pick up the slack, I wana be special with my amazing 200iq spec"), rolling attackpower too, or whatever the hell you meant. Or special treatment for healers/tanks. It's just unreal.
You have a healer icon on your portrait - you roll healer gear fit for your class. Boom, done. Now make it better, clearer, fair towards everyone in group, something mechanically doable - I bet you would change the rules with that. But this "I want special treatment on my inferior spec for role I chose" will not achieve anything.
Sooner or later You gonna raid icc with Your guild. There are usually several icc 10 gearing raids (even 25). There are plenty of 251/264ilvl items disenchanted, cause nobody needs em. I'm more than sure that if You will ask for an item there, even for Your third spec, they will give it to You w/o word.
Don't act like the dungeon phase is major part of end game, cause its not. Just do as many as You need and jump to raids.
Dungeons are meant to gear people and with audacity like this, people would gear their toons way longer. Just treat it like a part of game (i mean dungeons) when everybody just collecting gear before going into actual content (raids).
You don't understand the fundamental issue with all those suggestions yet, but you will in the future. My suggestion to your complaint is to attempt to communicate with players arguing that certain items may be beneficial for you and if you can get them, at low levels I had few issues getting cloth items on my hpal since you don't get many mail/plate healing items in vanilla and ppl sort of undertand this.
