Invisible SFS

I'm farming 12/12 HC for months now and I'm only getting 2 SFS from each run. I've noticed that we sometimes can see the dropped SFS and sometimes can't but some other people can (even at LK). Is there a reason why that happens or is there any fix for it? I'm not complaining about how rare the drop chance is, I just wanna be able to see the SFS when it drops.

Confirmed I have seen multiple people talk about this in raids, both pugs and guild raids, one of my guildies coulden't even se it even though the officer swapped to "free for all" and told him to get it.

Yep I seem to be bugged as well. Had 5 weeks in a row, only 1 shard on LOD, cleared 12/12 Hc. All in all had that type of run where I would get only 1 shard happen to me at least 10+ times. A guildie started his quest week after me and finished while I was on my 25th shard. Not cool :/
