WotLK Inactive characters and guild names

Hi, i wanted to know if is there any way to take the name of an inactive guild with 0 members (only the Guild Master), and the Guild Master is like level 40 and hasn't played since 2017.
The inactivity cleanup that will be done on February 17th will remove characters and their guilds only if the inactive character is level 1-30.
Does that mean that a guild name used by a level 40 character who quit the game is taken forever? Isn't there any way to take that name?

I think you can just contact a GM either on the forums or in-game to request the name be taken off.
