WotLK changelog ambiguity

Hello,

I do not understand one part of the 3.3.5 16.12.20 changelog

Corrected cat and bear form base damage for level 60 and above

What does it mean exactly?
Was the damage too low or too high before? In which direction did they correct?
Was it wrong for level 80 aswell? Or just for 60-79?

it is a fix due a bug I have reported here: https://www.warmane.com/bugtracker/report/96482 (Dev has forgotten to flag as "pending")

Base damage of cat/bear was a bit higher than intended. It was 63dps for druid level 60 and above.
After the fix is 54,8 dps

Feral base damage reach his cap at lvl 60; then it does not get increased anymore (so the fix has affected even druid lvl 80)
